The way your question is phrased, I think the answer is 8. Your answer was based on the area contained within the circle, but your question simply asked about the circle. Granted, you didn’t ask how many “arcs” can be created with four lines, but I still did not interpret you were asking about the circular area – I though you were asking about the circle that is the boundary between the inside area and the outside area.
Over the years I’ve seen similar puzzles such as connecting dots with the fewest number of lines. What gets most people is that they try to accomplish the goal by staying withing the area of dots. By thinking “Outside the box” you can solve these problems.
